Add category to Asset Downtime

DBC-1768

A possibility to create Downtime Categories added.

Downtime Category can be used during the Downtime registration, or directly on Downtime Card.

It is not mandatory to use Downtime Category.

Downtime Category added to Assisted Setup for Assets.

API for Downtimes updated with Downtime Category.
