Any user with permission can create Maintenance Employee
Any user with permission set for insert/modify or delete records in the Maintenance Employees table can add/change or delete records in that table.
We removed the limitation where only users added to this table are able to edit it.
From now on, you are not forced to be Maintenance Employee to edit the Maintenance Employee list. It might be helpful when you are a system administrator who is not responsible for maintenance part of the system, but only for setup the company for other users.
