Permits - Permits manager and permits user security roles are missing permissions for working with Forms

The permit security roles below now have permissions to work with Forms module:

• Permits manager - can edit forms setup, create demo data for forms, process forms etc.
• Permits user - can process forms, cannot edit forms setup (only view it), cannot create demo data for forms.
