Functional location lookups are not limited by worker's functional locations

Safe Work - LOTO - Fixed Functional Location Lookup Not Limited by Worker's Functional Location

A bug has been fixed in functional location lookups in some LOTO pages (e.g. "All LOTOs", "Lockout points", "Plan line templates"). Functional location lookups on these pages are limited now by functional locations set up on the worker.
