Improve LOTO reference page

DMO-10433

• Add a page where LOTO references can be updated
• Add an option on the top side menu to navigate on Edit Reference Page
• Change behavior of reference details so that it will always navigate to the reference page
• Add button to the top of the page in the LOTO reference page to edit the reference page
