Add create permit fast action to the permits tab from work order details

DMO-9257

It is now possible to create a new permit from a work order details page.

Adding a new permit from a work order will automatically add the work order as related to the permit.

This option will only be available if three module configurations have been enabled and filled in:

• Safe work > Permits > Enabled.
• Safe work > Permits > Permit create.
• Application locations > Safe work mobile application.
